近日，商务部发布《关于促进外贸稳定增长的若干政策措施》（下称《政策措施》）。
《政策措施》包括扩大出口信用保险承保规模和覆盖面；加大对外贸企业的融资支持力度；优化跨境贸易结算；促进跨境电商发展；扩大特色农产品等商品出口；支持关键设备、能源资源等产品进口；推动绿色贸易、边民互市贸易、保税维修创新发展；吸引和便利商务人员跨境往来；提升外贸海运保障能力，加强外贸企业用工服务等九条。《政策措施》指出，各地方要加大力度推进政策落实，外贸大省要勇挑大梁，更好发挥带动和支柱作用。商务部要会同有关部门和单位密切跟踪外贸运行情况，分析形势变化，加强督促检查，抓好外贸领域存量政策和增量政策落地落实，帮助外贸企业稳订单拓市场，为经济持续回升向好提供有力支撑。
MOFCOM Issues Several Policy Measures to Promote Stable Growth in Foreign Trade

Recently, the Ministry of Commerce (MOFCOM) has released the Several Policy Measures for Promoting Stable Growth in Foreign Trade (the "Measures").
The Measures include nine key initiatives: expanding the coverage and scale of export credit insurance; improving access of foreign trade enterprises to finance; optimizing cross-border trade settlement; promoting the development of cross-border e-commerce; expanding exports of specialty agricultural products and other goods; supporting the import of key equipment, energy resources and other products; advancing green trade, border trade between border residents, and innovative development of bonded maintenance; attracting and facilitating cross-border movement of business personnel; enhancing maritime transport for foreign trade and improving labor use services for foreign trade enterprises. The Measures emphasize that local governments must intensify efforts to implement these policies, with strong foreign trade provinces playing a leading role in driving and supporting the efforts. The MOFCOM, in cooperation with relevant authorities and entities, will closely monitor foreign trade trends, analyze changes in the situation, strengthen oversight and inspections, and ensure the implementation of both existing and new policies, to help foreign trade enterprises seized orders and expand markets, thereby providing strong support for sustained economic recovery.
