日前,商务部发出2023年第42号公告,明确2024年原油非国营贸易进口允许量总量、申请条件和申请程序。
根据公告,2024年原油非国营贸易进口允许量为24300万吨。申请条件包括“近2年(2022年1月—2023年10月)具有原油进口允许量使用业绩或经国家产业主管部门核准具有使用进口原油资格。”等。公告要求,原油非国营贸易进口允许量按照“分批下达、追加调整、严格考核”的原则下达。2023年底前将第一批允许量下达给符合条件的企业。其后根据企业实际进口情况、经营需求和新增合法产能情况适时追加和调整。近2年无进口业绩的企业不再安排允许量。公告明确,地方申请企业须向所在地省级商务主管部门提出申请,中央企业的子公司须通过集团总部统一申请。
MOFCOM Clarifies 2024 Total Allowable Volume of Crude Oil Import for Non-State Trading and Other Matters
Recently, the Ministry of Commerce (MOFCOM) has released the Announcement [2023] No. 42, which specifies the total allowable volume of crude oil import for non-state trading in 2024, as well as the application criteria and procedures.
According to the announcement, the total allowable volume of crude oil import (the import quotas) for non-state trading in 2024 is set at 243 million metric tons. Companies should meet application criteria such as "having a record of using crude oil import quotas in the past two years (from January 2022 to October 2023) or obtaining qualification for using imported crude oil through approval by the national industry regulatory authority." The announcement specifies that the allocation of crude oil import quotas for non-state trading will be carried out in batches, with the possibility of additional adjustments and stringent assessments. The first batch of quotas will be allocated to eligible enterprises by the end of 2023. Subsequently, adjustments and additions will be made as needed based on actual import performance, operational demands, and the addition of legal production capacity. Enterprises that have had no import performance in the past two years will not be allocated quotas. The announcement further clarifies that local enterprises must apply to their competent provincial-level commerce authorities, while subsidiaries of central enterprises must file their applications through their group headquarters.
