近日，最高检印发《最高人民检察院关于加强涉外检察工作的意见》，对今后一个时期涉外检察工作进行顶层设计、总体部署。
《意见》共6部分22条，涵盖涉外检察工作的总体要求和各项工作的具体内容，要求各级检察机关依法开展反腐败国际追逃追赃和跨境腐败治理，健全完善反制裁、反干涉、反“长臂管辖”检察工作机制，积极参与营造市场化、法治化、国际化一流营商环境，依法维护我国公民、企业等各类主体在海外的合法权益，服务高质量共建“一带一路”。依法履行涉外领域法律监督职责，高质效办好每一个涉外检察案件，加强涉外刑事检察，依法有序开展其他涉外检察，规范高效办理刑事司法协助案件，深化国际交流合作，积极参与国际规则制定和适用，加强双边多边检察国际合作，加强涉外检察培训交流等等。
Recently, the Supreme People's Procuratorate issued the Opinions on Strengthening Foreign-Related Prosecution Work, which provides top-level design and overall planning for foreign-related prosecution work for the upcoming period.
The "Opinions" consist of 22 articles in 6 sections, covering the general requirements and specific content of various aspects of foreign-related prosecution work. It mandates that all levels of procuratorial organs lawfully conduct international anti-corruption pursuits and recovery of illicit assets, and cross-border corruption governance. It also aims to improve the mechanisms for counter-sanctions, counter-interference, and counter "long-arm jurisdiction" in prosecution work, actively participate in creating a market-oriented, law-based, and international first-class business environment, and lawfully safeguard the legitimate rights and interests of Chinese citizens, enterprises, and other entities overseas, thereby serving the high-quality development of the "Belt and Road" initiative. The "Opinions" emphasize the need to lawfully perform supervisory duties in the foreign-related legal domain, handle each foreign-related prosecution case with high efficiency and quality, enhance foreign-related criminal prosecutions, lawfully and orderly conduct other foreign-related prosecutions, efficiently handle criminal justice assistance cases, deepen international exchange and cooperation, actively participate in the formulation and application of international rules, and enhance bilateral and multilateral international prosecutorial cooperation, as well as strengthen foreign-related prosecutorial training and exchanges.
