日前,商务部、浙江省人民政府对外公布《中国(浙江)自由贸易试验区大宗商品资源配置枢纽建设方案》(下称《方案》)。
《方案》服务国家战略需要,立足浙江自贸试验区产业基础和区位优势,提出力争到2030年,初步建成功能完备的大宗商品储运、加工、海事服务基地和贸易、交易中心,打造具有区域竞争力和国际影响力的大宗商品资源配置枢纽。围绕上述发展目标,《方案》针对油气、矿石、粮食等重点品种,围绕大宗商品储运、加工、贸易、交易和海事服务等5个方面,统筹考虑金融、人员、数据等配套政策,提出了15条重点任务,以制度创新为核心,着力破除关键领域和重点环节体制机制难点,持续推动大宗商品投资贸易自由化便利化,全面增强大宗商品资源配置能力,提升产业链供应链韧性和安全水平。
Plan for Building China's First Bulk Commodity Resource Allocation Hub Released

The Ministry of Commerce (MOFCOM) and the People's Government of Zhejiang Province have released the Plan for Building Bulk Commodity Resource Allocation Hub in the China (Zhejiang) Pilot Free Trade Zone (the "Plan").
Addressing the national strategic needs and building on the industrial foundation and regional advantages in the Zhejiang Pilot Free Trade Zone, the Plan envisions that, by 2030, a hub for storage, transportation, deep processing, maritime services, and trade and transactions of bulk commodity, with comprehensive functions, will be initially developed, which leads to the building of a bulk commodity resource allocation hub with regional competitiveness and global influence. To this end, the Plan focuses on key commodities such as oil and gas, minerals, and grain, and upon considering the supporting policies related to finance, human resources, and data, identifies 15 key tasks in five areas, such as storage and transportation, processing, trade, transactions, and maritime services. These tasks center on institutional innovation, aiming to overcome institutional challenges in critical areas and key processes, continuously advance the liberalization and facilitation of bulk commodity investment and trade, fully enhance resource allocation capabilities for bulk commodities, and raise the resilience and security of industrial and supply chains.
