On August 23, 2025, the "China Harbin - Russia Primorsky Krai Foreign-Related Legal Services Exchange Conference", co-hosted by the Harbin Lawyers Association, the Primorsky Krai Lawyers Association of Russia and the Primorsky Krai Law Society of Russia, was successfully held in Harbin. With the theme of "Deepening Cross-Border Legal Service Cooperation to Empower Economic and Trade Development in Northeast Asia", the conference gathered over 200 representatives from the legal, business and academic circles of China and Russia. Through sessions including academic seminars, achievement releases, cooperation signings and service promotions, it has actively built a new platform for legal cooperation between the two countries, injecting new momentum into the economic coordination and legal co-construction in the Northeast Asian region.

Leaders from relevant authorities including the Department of Justice of Heilongjiang Province, the Bureau of Justice of Harbin, the Civil Affairs Bureau, the Bureau of Commerce, the China Council for the Promotion of International Trade (CCPIT) Harbin Committee, and the Harbin Arbitration Commission attended the conference. Also participating were Kang Yu, former Secretary-General of the Belt and Road Legal Services Alliance, Zhang Tie, Chairman of the Heilongjiang Lawyers Association, as well as representatives from lawyers associations of multiple sister cities, university law schools, and more than 30 provincial and municipal chambers of commerce and industry associations.

During the foreign-related legal services promotion session, ten renowned law firms from both China and Russia showcased their distinctive cross-border legal service solutions through various forms such as professional videos and multimedia PPT presentations. A major highlight of the conference was the official release of the first batch of the Northeast Asia Foreign-Related Lawyers Directory (China Harbin – Russia Primorsky Krai). A total of 66 lawyers from China and Russia were selected, covering 12 professional fields including cross-border investment, maritime and admiralty law, and intellectual property. Lawyers Zhang Chunguang and Zhu Shuai from TAHOTA Law Firm Harbin Office were successfully included in the directory by virtue of their outstanding professional competence and rich foreign-related practical experience.

During the conference, our firm also set up a special booth. Through systematic exhibitions, exquisite brochures and on-site explanations by professional lawyers, we conducted in-depth exchanges with many participating guests. The booth was in an enthusiastic atmosphere, attracting many Russian law firms and potential corporate clients to stop and negotiate. This not only initially established a number of cross-border cooperation intentions, but also laid a solid foundation for the subsequent development of the international market.
