Snowy Plateau, Pure Rangtang. On this land embodying faith and simplicity, the seeds of the rule of law are taking root and sprouting, radiating a warm yet steadfast light. Three years ago, in active response to the call of the Ministry of Justice and the National Lawyers Association Party Committee to address the issue of "counties without lawyers", TAHOTA Law Firm took the lead in dispatching lawyers to Rangtang County and establishing a branch office, thus ending the history of the county having no private law firms.
Over the past three years, under the strong leadership of TAHOTA Law Firm’s Party Committee, with the high attention of the CPC Rangtang County Committee and Rangtang County People’s Government as well as the support from all sectors of society, the two batches of stationed lawyers have made important contributions to serving the general public, supporting local governance, and advancing the rule of law with their selfless dedication to the people and professional sense of responsibility.
On October 20, 2025, the Rotation and Handover Ceremony for Seconded Lawyers of TAHOTA (Rangtang) Law Firm, together with the Forum on Rule of Law Work of Rangtang County, was grandly held in Rangtang County.
On the morning of the same day, leading cadres at the county level attended the ceremony, including Kang Shuyuan, Member of the Standing Committee of the CPC Rangtang County Committee and Secretary of the Political and Legal Affairs Committee; Li Changxiang, Deputy County Mayor of the County People's Government and Director of the County Public Security Bureau; Qin Chuan, President of the County People's Court; Zelangji, Secretary of the Party Leadership Group and Director of the County Bureau of Justice; and Chen Fang, Deputy Director of the County Bureau of Justice. Guo Chenggang, Member of the Management Committee of TAHOTA Law Firm, together with Peng Jianjun, Standing Deputy Secretary of the Party Committee and Partner, and Yin Xiaodong, Member of the Party Committee, Director of the Party Committee Office and Partner, led relevant personnel from TAHOTA to participate in the event. In addition, representatives from legal advisory units such as the Law Enforcement Brigade of the County Bureau of Science and Agricultural Technology, and the governments of Gaduo Township and Zongke Township attended the event, as well as guests including Luo Xiaoyu, Deputy Secretary-General of the Sichuan Alumni Association of Southwest University of Political Science & Law.
The meeting was hosted by Zelangji, Secretary of the Party Leadership Group and Director of the County Bureau of Justice.
1. Uphold the Original Aspiration, Pass on the Torch
Deng Daiting, representative of the second batch of stationed lawyers at TAHOTA (Rangtang) Law Firm, delivered a work report. She stated that over the past year, the stationed lawyers at TAHOTA’s Rangtang Office have closely focused on the county Party committee and government’s deployment of governing the county according to the rule of law, actively leveraged their professional advantages to serve the construction of the rule of law and people’s livelihood security. Throughout the year, they have provided legal opinions more than 40 times, issued over 800 various review documents, and offered perennial legal advisory services to 36 Party and government organs, enterprises and public institutions; handled more than 70 criminal and civil legal aid cases, promoting full coverage of legal aid; and carried out more than 30 rule of law publicity lectures and public welfare activities in towns, townships and campuses, further enhancing the public’s awareness of the rule of law. She said that the stationed work over the past year not only made her deeply feel the warmth of legal services, but also witnessed the rooting and growth of the rule of law on the snowy plateau. This experience has become the most precious spiritual wealth in her life. In the future, carrying the spirit of Rangtang, she will continue to work diligently for the people, pursue professional excellence, and write the responsibility and glory belonging to TAHOTA lawyers in her new post.
2. Badge Handover, Legacy Inheritance
At the solemn rotation handover ceremony, Deng Daiting and Zhang Hongrui, the second batch of stationed lawyers, handed over the badges embodying responsibility and mission to Lawyer Yin Xiaodong, Member of the Party Committee, Director of the Party Committee Office and Partner of TAHOTA Law Firm, completing the entrustment of the mission of the previous phase.
On behalf of the Law Firm’s Party Committee, Lawyer Yin Xiaodong solemnly conferred this badge—symbolizing TAHOTA’s spirit and the profound bond with Rangtang—upon Wang Jingxuan and Liu Hao, the third batch of stationed lawyers.
Next, Lawyer Guo Chenggang, Member of TAHOTA’s Management Committee, awarded certificates of honor to Deng Daiting and Zhang Hongrui, highly affirming their diligent efforts and outstanding contributions over the past year. He also encouraged the newly appointed lawyers to "strive to take on responsibilities, live up to their duties and missions, and be good lawyers satisfactory to the Party and the people," so as to make new achievements in building a rule-of-law Rangtang.
3. With Mission in Mind, A New Journey Begins
Wang Jingxuan and Liu Hao, the newly stationed lawyers at the Rangtang Office, delivered speeches successively. They stated that being able to continue the relay of assisting Rangtang’s development on the snowy plateau is not only an honor but also a great responsibility. Over the next year, they will root themselves in Rangtang, serve the rule of law, and devote themselves to key tasks such as the construction of a law-based government, popularization of legal knowledge, improvement of administrative law enforcement capabilities, and substantive resolution of disputes with firm ideals, beliefs, and professional competence. Lawyer Wang Jingxuan proposed that he will promote the rooting of the rule of law in grassroots governance by participating in the legality review of administrative decisions, innovating forms of legal popularization, conducting law enforcement training, and producing scenario-based short videos. Lawyer Liu Hao expressed that he will measure justice with his footsteps, reach out to farmers and herdsmen, actively assist in resolving people’s livelihood issues such as marital and family disputes, labor security, and land disputes, and spread the warmth of the rule of law through legal lectures and on-site consultations. They jointly pledged to respond to the expectations of the masses with sincerity and professionalism, safeguard fairness and justice in Rangtang with passion and conviction, and make the light of the rule of law shine even more brightly on this plateau land.
4. Pool Efforts, Jointly Promote the Rule of Law
After the brief yet solemn handover ceremony, the participants held an exchange meeting on legal work to share experiences in building a rule-of-law Rangtang based on their practical work. Kang Shuyuan, Member of the Standing Committee of the CPC Rangtang County Committee and Secretary of the Political and Legal Affairs Committee; Li Changxiang, Deputy County Mayor and Director of the County Public Security Bureau; Zelangji, Secretary of the Party Leadership Group and Director of the County Bureau of Justice; Yu Jinquan, Deputy Secretary of the People's Government of Shili Township (representative of the advisory unit); Dai Bin, Secretary of the Discipline Inspection Commission of the People's Government of Zongke Township; and Wang Dong, Captain of the Law Enforcement Brigade of the County Bureau of Science and Agricultural Technology, delivered speeches successively. They fully affirmed the professional support provided by TAHOTA’s stationed lawyers in the construction of the rule of law, and hoped that the new batch of lawyers would carry forward the spirit of TAHOTA (Rangtang) Law Firm and write a new chapter of the rule of law on this passionate land of the snowy plateau.
In her speech, Luo Xiaoyu, Deputy Secretary-General of the Sichuan Alumni Association of Southwest University of Political Science & Law, stated that this public welfare activity embodies the care of alumni for children in Tibetan areas and also carries their attention to Rangtang’s education and the construction of the rule of law. She said that the foundation of the rule of law lies in the people, and the warmth of the law resides in people’s hearts. TAHOTA’s long-term commitment to rooting in Rangtang and contributing to the construction of the rule of law on the plateau through practical actions is admirable. In the future, the alumni association will continue to cooperate with all parties to inject more "SWUPL strength" into Rangtang, and jointly promote the rule of law to advance hand in hand with development.
In his speech, Peng Jianjun, Standing Deputy Secretary of the Party Committee and Partner of TAHOTA Law Firm, reviewed the firm’s three-year journey of participating in the construction of the rule of law in Rangtang. He stated that three years ago, in response to the call, TAHOTA planted the flag of legal services on the snowy plateau, ending Rangtang’s history as a "county without lawyers." Over the past three years, the two batches of stationed lawyers have braved heavy snow and traversed mountain roads, ventured deep into villages and communities, and connected with the general public. They have safeguarded justice with professionalism, gained trust with sincerity, and delivered a solid answer sheet for the construction of the rule of law in Rangtang.
On behalf of the firm, Peng Jianjun extended sincere gratitude to the stationed lawyers for their perseverance and dedication, and put forward three expectations for the newly stationed lawyers: first, to calm their minds, integrate into plateau life, get close to the masses, and truly regard themselves as "Rangtang people"; second, to delve deep into the study of legal policies in ethnic minority areas, and contribute more accurate and professional services to grassroots governance; third, to take on responsibilities, inherit the spirit of TAHOTA people, temper their will and demonstrate accountability in the harsh environment. He stated that TAHOTA will take this rotation as a new starting point, continue to deepen its efforts in building the rule of law in Rangtang, and let the light and warmth of the law illuminate every inch of land on this snowy plateau.
Kang Shuyuan, Member of the Standing Committee of the CPC Rangtang County Committee and Secretary of the Political and Legal Affairs Committee, delivered an enthusiastic speech. He fully affirmed the fruitful work of TAHOTA’s stationed lawyers in Rangtang over the past three years and highly praised the diligent and people-centered work spirit of the two batches of stationed lawyers. Currently, Rangtang County is fully advancing key initiatives such as building a "Regional Strong County at the Junction of Sichuan, Gansu and Qinghai" and creating a "Beautiful and Happy Rangbala Home." The smooth progress of these efforts is inseparable from legal protection and the escort of the rule of law. He emphasized that in future work, the CPC Rangtang County Committee and the County People’s Government will, as always, fully support all work of TAHOTA (Rangtang) Law Firm, continue to care for the development of its cause, and comprehensively ensure the steady and long-term development of the firm’s various undertakings at the government level. He hoped that the newly stationed lawyers will quickly adapt to the work and life on the snowy plateau, take over the sacred mission of the previous two batches of stationed lawyers, and write a new chapter of their own and of TAHOTA people on this magical land of Rangtang.
5. Build Bridges with Law, Walk Together with Love
On the afternoon of the same day, TAHOTA Law Firm and the Sichuan Alumni Association of Southwest University of Political Science & Law jointly launched public welfare legal consultation and charitable donation activities.
The legal consultation activity was held at the square of the County Government Office. Led by Wang Runsheng, Deputy Director of the Rangtang County Bureau of Justice, the consultation was attended by four lawyers from TAHOTA Law Firm—Zheng Jie, Yang Qing, Deng Daiting, and Liu Hao—as well as Luo Xiaoyu, Deputy Secretary-General of the Sichuan Alumni Association of Southwest University of Political Science & Law.
The charitable donation activities were held respectively at the square of the County Government Office (donated to Chengguan Primary School of the county) and Rangtang County Boarding Primary School. Representatives from TAHOTA Law Firm including Guo Chenggang, Peng Jianjun, Yin Xiaodong, Wang Jingxuan, Zhang Hongrui, Li Yufei, and Zhou Zheng, as well as Yang Chao and Chen Xuli from the Sichuan Alumni Association of Southwest University of Political Science & Law, participated in the donation activities respectively.
The successful holding of the rotation handover ceremony for stationed lawyers at TAHOTA (Rangtang) Office and the public welfare legal service activities in Rangtang County is not only a phased summary and inheritance, but also a new departure on TAHOTA’s journey of advancing the rule of law.
A new relay signifies new responsibilities and missions. In the future, TAHOTA will continue to warm the snowy plateau with the power of law, deepen its roots in Rangtang with professionalism and conviction, and let the light of the rule of law shine brightly and enduringly on this land.
