On the morning of December 31, 2019, a commencement ceremony was held in Taiyuan for the PPP Project of Yiwang - Lingjingdian Section (Northwest Second Ring) of G2003 Taiyuan Belt Freeway jointly served by the professional PPP team consisting of Lawyers Li Huaishou, Li Zhile and Yang Min led by the senior partner, Lawyer Wang Lingwen, from Tahota Taiyuan Office. It is learned that the Project of PPP mode has received an investment of nearly CNY 25.978 billion, and will be implemented by Taiyuan Municipal Transportation Bureau. The Consortium of China Railway Group Limited won the bid as a social capital party and a commencement ceremony was held in Taiyuan on the morning of December 31, 2019.

[Project Overview]

As a national comprehensive transportation hub, Taiyuan plays an important role in the transformation of resource-based economy of Shanxi Province and the realization of interconnected development with Beijing, Tianjin and Hebei. The newly built G2003 Taiyuan Belt Freeway is about 160km long. After completion, it will, together with the existing South Second Ring Expressway (100km) and East Second Ring Expressway (30km, under construction), form a new ring of Taiyuan Belt Freeway with a total length of about 290km.

The G2003 Taiyuan Belt Freeway Project, after completion, will not only have a great influence on the transportation hub in Taiyuan City, but also effectively enhance the connection of transportation from Taiyuan City, even Shanxi Province, to Xiong’an New Area, Beijing, Tianjin and Hebei. It will play an important role of demonstration and promotion in the basic formation of “National 123 Travel Traffic Circle” and “Global 123 Express Goods Logistics Circle” across the country in 2035, realization of complete infrastructure layout and three-dimensional interconnection, and construction of integrated transportation network of city agglomerations, as a specific practice of implementing the outline of a powerful transportation country.
