Tahota Assisted Chengdu Environment Investment Group Successfully in Issuing Medium-term Notes

Chengdu Environment Investment Group Co., Ltd (hereinafter referred to as “the Group”) is a state-owned enterprise commonly held by State-owned Assets Supervision and Administration Commission of Chengdu Municipal Government by 90% and Sichuan Provincial Finance Department by 10%, and has been focusing on water environmental protection industry for more than 70 years. Currently, the Group has 88 subsidiaries including Chengdu Xingrong Environment Co., Ltd. listed in the A-Shares market, and is in possession of nearly 7,000 employees and assets totaling CNY 76 billion.


Tahota, as the special consultant law firm for the Group’s first issue of medium-term notes for the year 2024 (bond abbreviation: 24 Chengdu Environment MTN001), developed a work plan in accordance with the laws and regulations and rules of the National Association of Financial Market Institutional Investors, made due diligence investigation, issued professional legal opinions, and actively cooperated and communicated with the major underwriter (Industrial and Commercial Bank of China Limited), the auditor (ShineWing), the rating agency (Golden Credit Rating) etc. to address all the legal issues concerned, and assisted the Group to obtain the “Notice of Registration Acceptance” issued by the National Association of Financial Market Institutional Investors on August 5, 2022 for the registration of the bonds totaling CNY 3 billion with a validity period of 2 years. This issue is the third installment under the registration quota at a scale of CNY 500 million.


The book building and inquiry results show that the coupon rate of this issue is 2.60%, and the subscription rate is 6 times, which is the lowest coupon rate of the debenture bonds with same term in the middle and western China in 2024.


Tahota’s partner, Mr. Xu Zhiyuan, served as the project leader and served for the Group together with the team members including Mr. Shu Mingjie (lead lawyer) and Ms. Huang Yuying (assistant lawyer).
